Found the button.

MWX is preventing my site from accepting comments on PAGES. Each is marked 'comments closed'

Is there a setting to change without having to change code?

Not interested in blessings, but the answer is:

1) Go go MWX
2) General settings
3) scroll down
4)'Admin acts like regular non-logged on visitor?' UNCLICK that box
5) Clicked 'save settings'
